New Policy: HOP 7-1240 Designating External Support as Gift or Sponsored Award

This policy outlines responsibilities and procedures for distinguishing between gifts and sponsored awards in accordance with the regulatory framework. As a governmental unit, the University must properly determine whether external funding is a gift or a sponsored award in order to appropriately track, expend and report on the funds, as well as ensure all applicable non-financial compliance needs are met.

This policy is being revised to add the section on “Ineligibility for Service” which delineates when a potential committee member is ineligible to serve on a search committee and directs members to report any circumstance which may make them ineligible to serve. In addition, the policy now prescribes a three-person delegation appointed by the President or designee which will make final determinations on committee membership eligibility.

Retired Policy: HOP 2-2410 Phased Retirement for Tenured Faculty

This policy is being consolidated and replaced by HOP 2-2420 Modified Service and Phased Retirement for Faculty. Phased retirement is a form of modified service, and this consolidation will reduce redundancy in the HOP and ensure that updates to phased retirement/modified service policies remain current and consistent.

This policy is being revised to merge two 20-year-old policies to update the process requirements for modified service. It will also clarify the additional requirements that are specific to faculty seeking phased retirement. There are no substantive changes to eligibility or allowed terms. The updated version of 2-2420 will consolidate and replace HOP 2-2410 Phased Retirement for Tenured Faculty.

New Policy: HOP 4-1410 Texas Memorial Museum of Science and Natural History - Special Use Facility

This policy was created to provide a framework of institutional oversight that promotes the health, safety, and security of employees and student travelers abroad, including the protection of the university. It will also be the first all‐encompassing international travel policy for the university that all colleges, schools, and units can point international travelers to.
