Revisions to: HOP 3-1022 Protection from Retaliation for Suspected Misconduct Reporting (Whistleblower)

Allegation of violations are reviewed and decided by the Department of Investigation and Adjudication (DIA). Prior to this update, there was no appeal if DIA determined, after an initial review, that there was no violation. This policy is being revised to provide additional due process to Complainants who have good cause to disagree with DIA’s finding. This process is consistent with other polices that DIA enforces.

Revisions to: HOP 2-2420 Modified Service and Phased Retirement for Faculty

This policy is being revised in order to remove references specific to the Teacher Retirement System (TRS) to ensure applicability across all retirement plans, clarify that phased retirement appointments may be up to 50% on the instructional budget, incorporate relevant requirements and restrictions from Sections A.1 and A.3 on modified service, and require that any changes to an approved Phased Retirement Contract be amended and reapproved through the original process. Additional edits improve consistency in terminology and procedural clarity throughout the policy.

This HOP has been developed to comply with federal and state standards relating to the accessibility of digital information by ensuring that users with disabilities can participate in all university programs, services, and activities, while also clarifying the technical standards and requirements for digital resources and information technology used for University business, outlining responsibilities and procedures, and providing resources and support to help units achieve compliance.

Retired Policy: HOP 5-9987-PM Exemption of Certain Noncitizen Employees from Paying U.S. Income Taxes and Social Security Taxes

This policy is being retired as it is outdated, referencing legislation from 1962 and internal processes from 1974 that are no longer in use. The University now relies on the Glacier software system to manage Nonresident Alien employee tax documentation. The current process is fully described and maintained by UT Tax Services at https://afm.utexas.edu/tax-services/glacier.

This policy has been developed to establish clear expectations for all CSUs, Departments, faculty, and administrators, reducing risk and discrepancy related to the teaching of courses by faculty and assistant instructors and improving consistency across student learning experiences on campus as well as compliance with state, federal, UT System, and University rules.

Revisions to: HOP 2-2150 Comprehensive Periodic Evaluation of Tenured Faculty

This policy is being revised to bring the timelines for comprehensive periodic reviews (CPR) into compliance with state law and the UT System expectations that these reviews are completed no less often than every six years. The policy revisions also clarify the rare and extenuating circumstances under which a faculty member’s CPR may be deferred; clarify how ratings will be shared with University administrators; and update the language related to termination and summary dismissal to be in compliance with SB18.
